Funding Sources

• Community Development Block Grant (CDBG) Program funding is used primarily to develop viable communities by providing affordable, decent, safe, and sanitary housing; a suitable living environment; and expanding economic opportunities, principally for low and moderate income people.
• The HOME Partnerships Investment (HOME) Program funding is use to strengthen public-private partnerships to expand the supply of decent, safe, sanitary, and affordable housing for low-income households.
• The Affordable Housing Fund (AHF) funding is locally funded and dedicated to supporting affordable housing projects in Longmont. Funds must be repaid and all repayments deposited back to the Fund to be re-loaned.

Eligible Activities

CDBG-funded projects must meet one of the National Objectives:

1. Principally serve low– and moderate–income persons
2. Eliminate slums and blight
3. Address recent and urgent health and safety need

Eligible uses of CDBG funding include:

• Acquisition of real property
• Acquisition, construction, and rehabilitation of public facilities, including infrastructure to support affordable housing projects
• Demolition and clearance of deteriorated buildings
• Public services for low/moderate income people, including employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, welfare, or recreational needs
• Removal of barriers that restrict the mobility of people with disabilities
• Rehabilitation of rental or homeownership housing for low-and moderate-income households
• Rehabilitation of publicly or privately owned commercial or industrial buildings. Funding is limited to exterior work and correction of code violations
• Loans to small businesses that create jobs for low/moderate income people

HOME funding is for affordable housing activities including: 

• New construction of affordable housing, including soft costs and predevelopment
• Rehabilitation of rental housing and/or homeowner housing
• Tenant Based Rental Assistance (TBRA)
• Homeowner Down Payment Assistance Program (DPA)
• Address recent and urgent health and safety need

2021 Consortium HOME ARP Allocation Plan

The Affordable Housing Fund is for affordable housing activities that support and serve low/moderate-income people and families, including the following:

• New construction of affordable rental and/or for sale housing, which can include related infrastructure and soft costs
• Rehabilitation of rental or for-sale housing that is or will be affordable
• Acquisition of land
• Conversion of market rate housing to affordable housing

Programs funded with 2023 Affordable Housing Fund and CDBG Funds

In June 2023, the HCI Division (through the Housing and Human Services Advisory Board and City Council) approved $3,367,038 in Affordable Housing Funding to 5 projects which will create 158 new units of permanently affordable housing and preserve through rehab 120 existing units of permanently affordable rental housing in Longmont. It also approved the use of $372,371 in CDBG funding to:

• Preserve 20 already affordable homes for low/moderate income households through the homeowner rehab program.
• Assist an estimated 240 Longmont households to remain housed, make good financial decisions, explore homeownership and improve their credit by funding the Boulder County Housing and Financial Counseling Program.
• Provide rehab to 72 Longmont Housing Authority units and 20 inn Between affordable rental units.
