Floodplain Regulations
Title 20 of the Longmont Municipal Code outlines the City's Floodplain Regulations. Below are several key terms defined in Title 20:
Floodplain or flood-prone area: Any land area susceptible to being inundated as the result of a flood, including the area of land over which floodwater would flow from the spillway of a reservoir.
100-year flood: A flood having a recurrence interval that has a one percent chance of being equaled or exceeded during any given year (one percent annual chance flood). The terms "one-hundred-year flood" and "one percent chance flood" are synonymous with the term "100-year flood." The term does not imply that the flood will necessarily happen once every one hundred years.
100-year floodplain: The area of land susceptible to being inundated as a result of the occurrence of a 100-year flood.
Special Flood Hazard Area (SFHA): The base floodplain delineated on a Flood Insurance Rate Map (FIRM) that the community must regulate to under the requirements of the NFIP, i.e., all FEMA mapped A Zones (100-year floodplains).
National Flood Insurance Program (NFIP): FEMA's program of flood insurance coverage and floodplain management administered in conjunction with the Robert T. Stafford Relief and Emergency Assistance Act. The NFIP has applicable federal regulations promulgated in Title 44 of the Code of Federal Regulations. The U.S. Congress established the NFIP in 1968 with the passage of the National Flood Insurance Act of 1968.
Floodplain Development Permit
A permit is required before any construction or development can begin within any special flood hazard area (SFHA). The city requires a Floodplain Development Permit for all proposed construction or other development in the city including the placement of manufactured homes proposed within flood-prone areas. Permits are required to ensure that proposed development projects meet the requirements of the NFIP and the City of Longmont floodplain regulations.
Requirements
- Development plans should show the100-year floodplain boundary consistent with current effective Flood Insurance Rate Map (FIRM) or latest revision Letter of Map Revision (LOMR).
Fees
- The Floodplain Development Permit application fee is $100 per the City's Land Development Code Title 15, Appendix A - Application Fees.
- The fee can be paid by check to "City of Longmont" and either mailed in with Floodplain Development Permit application or dropped off in person at the Development Services Center (see address below).

- The completed Floodplain Development Permit Application shall be submitted to the City of Longmont for review and approval before issuance of any construction permit.
