Professional Standards Unit
Our agency is committed to high ethical standards. We are an integral part of the community, and the agency exists to serve all members of it. The people entrust us with considerable authority, and we must be responsive to their concerns.
Our agency establishes the procedures to be used in administrative investigations of Agency employees to ensure fair treatment of complaining parties, witnesses, and employees.
Another purpose of this agency’s policy is to establish certain guidelines for criminal investigations of agency employees, and to delineate the differences between, and the separation of, administrative and criminal investigations of agency employees. It is not the intent of this agency to discourage legitimate complaints.
Our agency’s Professional Standards Unit (PSU) policy applies to all administrative and criminal investigations of alleged misconduct by anyone within the Department of Public Safety or authorized volunteers, regardless of the origin of the complaint.

It is the policy of the Police Services Division that members use only that force which is objectively reasonable given the totality of the circumstances of an incident [Graham v. Connor, 490 U.S. 386 (1989)]. As such, and in order to be accountable to the public we serve, uses of force by members in carrying out their duties must be reviewed through the chain of command and reviewed by the Professional Standards Unit. The amount and type of force used is to be reviewed so that a determination can be made whether or not it was reasonable and appropriate.
Any member that witnesses another member using excessive force must intervene to stop the force being used and immediately report it to a supervisor as required by C.R.S. 18-8-802, as amended.

Body Worn Cameras
The City of Longmont utilizes the process of an internal investigation for Department of public safety employees and their conduct to maintain the integrity of the Department of Public Safety, protect citizens from employee misconduct, and protect Department of Public Safety employees from false or malicious allegations. The review panel will review the investigation to determine if the investigation was fair, thorough, and complete, and to determine any finding(s) in the investigation. The review panel does not recommend discipline. This citizen review panel process has been in place since 2000.

Longmont Police Services believes this citizen review panel is an excellent reflection of our motto, “policing in partnership with the people.”
The review panel includes 5 citizens, each of whom is a qualified elector of the city who serves without compensation.
Citizen appointees shall have no felony convictions, have no misdemeanor conviction within five years of the date of their appointment, have no current employment with any law enforcement agency, have no immediate family member who is a police department employee, and be willing to make a five-year commitment to the panel which may meet on a weekly basis.

Peace Officer-Involved Shooting:
Boulder County
The Boulder County law enforcement Chief Executive Officers developed the Boulder County Investigation Team as a resource available to all Boulder County law enforcement agencies. The Boulder County Investigative Team (BCIT) consists of skilled investigators from county agencies and serves as a resource to conduct unbiased, objective investigations in cases where officers use deadly force, or for other incidents involving in-custody deaths. The team is made available to conduct an investigation at the request of the Sheriff or Chief of Police of the agency with jurisdiction.
Weld County
It is the consensus of the CEOs of the law enforcement agencies in the 19th Judicial District that a team of highly trained and skilled investigators, working in conjunction with the District Attorney and comprised of personnel from each participating law enforcement agency and the District Attorney’s Office, shall be formed to investigate incidents in which any law enforcement officer within the District uses deadly force, or attempts to use deadly force, against a human being while acting under the color of official law enforcement duties. The role of the CIRT will be to fully investigate the use of force, typically through the discharge of a firearm by an officer(s) at a human being. At the request of the involved agency’s CEO, the CIRT may investigate other use of force situations resulting in serious injury, as well as in‐custody deaths or the death of a peace officer in the line of duty. All information received by the CIRT investigation will be turned over to the involved agency as well as the District Attorney.
